i don't see how this 基金会 could become "非法集资". this 基金会 should not exist unless it is legally registered and operates under rules of the law of PRC. From the view point of western legal procedures, what we are doing now (她开一个个人帐户,大家就直接打入她的帐户) is considered as illegal and under no protection of laws.

i hold highest regards for 老山女兵 and others here. but i think 老山女兵 could be one of those board directors to oversee the operation of this 基金会 (my undersatnding is that she runs own business). here is my 2 cents:
1) non-goverment 基金会. it should be registered with goverment as none-profit charity 基金会. its finance should be audited by both goverment (like IRS in USA) and independent taxation firm so that the operation of this 基金会 could be monitored and protected by laws. bottom line, this 基金会 should be run based on the laws, not on morality. by that, it will prevent funding embezzlement or other kind of corruption. the targets of this 基金会 should be only those families of fallen sodilers and those veterans who really need help financially (beyond or besides the scope of the goverment welfare system). another alternative is that build a seperate trust fund under the wing of "hope" 基金会 but it would not be as flexible as we hoped since it will become a part of goverment infrastructure.
2) leadership. the 基金会 needs a board of directors to oversee its operation, hire CEO, CFO, etc. its memebers should be volunteers and work for free. prefer those high profiled or high regarded military veterans.
3) operation staff.this 基金会 should have some paid staff (full time and part time) such as CEO, CFO, finance managers, case managers, lawyers and other necessary staff to get this 基金会 running as professional as possible. for those hired staff, it should give higher priority to those military veterans (even they could be disabled) as long as they are qualified for the positons. those paid staff should be willing to work for this 基金会 for meek salaries (national average salaries). but it should also recruit large number of volunteers for its daily operation; for example, a case manager (full time or part time) designated for a certain region may manage 500 cases and (s)he will amange a lot of volunteers to do daily routines such as making phone calls, verifies claims, paper works, data entries, ... even visit the client of the case on behalf of te case manager ..etc. usually case manager will make the final decision.
lawyers are extremely important since there will be situations that 基金会 run into legal troubles; also extremely important is for lawyers to work with people's comgrass in terms of veterans affair. well, most of lawyers are money suckers ... , it could be daunting task to recruit a good lawyer working for almost nothing ...
just like 范文 said, this 基金会 有助于在全社会形成拥军风尚,有助于消除军人后顾之忧。more, it is a great place for those young people who are in colledges or just graduated from colledges to start their careers (please don't question their motivition). with such platform, they will learn leadership skills(building organization infrastructure, etc); how to organize projects (such as trust fund for a specific case) and manage those projects; how to deal with people who need help; how to recruit new volunteers; how to make a case (deciding who needs help and how to help that person); how to manage the finance of an organization; how to generate new ideas for fundraising and put in action; writing proposals; writing case reports; making sure any activities are always walking inside of boundary of the law (great for law students); IT infrastructure (network, database ..etc)) ..
database, database ... i can't say enough on this. every case should be logged into database (paper or electronic)
don't expect people would work there for very long time. once young people (most of them) have enough experience for a certain area, they will move on, then new people will come in and continue the work. but it would be great place to start careeres for young generations and to learn that there are things sacret ..
the nature of none-goverment, none-profit, legal status and transparancy would greatly help its fundraising from those big companies (especially thse international companies) and overseas chinese communities.
