yes, goverment should do more to take care of those 英雄的家属. but as people who live under the grace, the grace from those fallen sodilers, heroes should do something more thna just critizing goverment or goverment offcials for not doing engough.
1) non-goverment 基金会. it should be registered with goverment as none-profit 基金会 and its finance should be audited  by either goverment (like IRS of USA) or independent firm so that protected by laws. bottom line, follow the laws. by that, it will be easier for this 基金会 to do fundraising inside of china and outside of china, prevent funding embezzlement or other kind of corruption. the targets of this 基金会 should be only those fallen sodilers' families and those veterans who really need help financially (beyond the goverment)
2) leadership. the 基金会 needs a board to oversee its operation. its memebers should be volunteers and work for free. one can do some research on that (there are tons of none-profit 基金会 in the west and we can learn a lot). btw, what about "hope project" fundation? this new 基金会 could build a working relationship with "hope" fundation...
3) operation staff.this 基金会 should have some paid staff such as  CEO, COO, CFO, lawyers and other necessary staff to get this 基金会 running as professional as possible. but it should recruite large number of volunteers for its events. those paid staff should be willing to work for this 基金会 for meek salaries.
it should not be ahrd to find voluteeres for this 基金会. think about this. it is a great place for those young people who are in colledges or just graduated colledges to start their careers. they will learn leadership skills(building organization infrastructure, etc); how to organize projects (such as trust fund for a specific case) and manage those projects; how to deal with people who need help; how to recruit new volunteers; how to make a case (deciding who needs help and how to help that person); how to manage the finance of an organization; how to generate new ideas for fundraising and put in action; writing proposals; writing case reports; making sure any activities are always walking inside of boundary of the law (great for law students); IT infrastructure (network, database ..etc)) ... i cna go on, on and on ...
don't expect people would work there for very long time, but it would be great place to start careeres for young people and contribute back to society ...
